Up to 14 years of age, parents can change the name of the child with the permission of the guardianship authorities. From the age of 10, you need to take into account the opinion of the child. From 14 to 18 years old, the child himself can change the name with the consent of the parents.

Such names as: BOC rVF 260602, Babourod, Nuroloh, Millionaire, Tsar, Prince, Peter I, Air traffic controller will not be given to a child.

The names of April, Oceana, Muse, Aramis, Juno, Sophia-Sun or Yaroslav-Lyubotor meet the requirements of the law.

At the intersection of the South-Western ring road and the Uglich highway, three cars collided: a Ford Kuga, a Nissan and a Ford Transit belonging to an ambulance. As a result, the medics’ car overturned on its side. Eyewitnesses spoke about the incident.

It all happened around half past seven in the evening on Saturday, July 29th.

— An ambulance was driving from the direction of Ivnyakov with light signals. A green car, like a Ford, was driving from the direction of Karachikha and flew into an ambulance,» eyewitness Tatyana Ushakova said.

After the collision, according to her, the ambulance hit the Nissan.

— The ambulance fell on its side from the impact and, lying by inertia, flew into the oncoming lane. I was just driving from the direction of Uglich, I saw an ambulance and managed to slow down, but that driver did not. I fit right into the ambulance,” explained eyewitness Olesya Lobashova.

According to eyewitnesses, there was a woman in the ambulance who was being taken to the cardiology department. As follows from the message of the press service of the police, there are no victims in the accident.

Interestingly, just a day later, another rollover accident happened at the same intersection. On the evening of July 30, two trucks did not share the road. As a result, Scania capsized and remained lying at the entrance stele until Monday morning. According to preliminary data, there were no casualties.

It all happened on the night of July 30 on the M-8 highway in the Rostov region, near the village of Debolovskoye. A Hyundai car moving along the left lane ran into an elk carcass and then overturned. As eyewitnesses suggest, the driver could be blinded by the headlights of an oncoming car, as a result of which the obstacle was noticed at the last moment.

There were four people in the car: a male driver, a woman and two children. According to preliminary information from the police, the accident did not cause any serious consequences.

In discussions of the incident on social networks, Yaroslavl residents were somewhat divided in their opinions. Some condemn the driver who hit the elk and fled the scene of the accident. As well as others who passed by and did not report the lying animal to the relevant services. Others complained about the harsh legislation that provides for fines for downed moose.

A woman died in an accident in the Yaroslavl region, three people were injured

Ford Focus and Lada Vesta collided in the Gavrilov-Yamsky district.

Last Sunday, a fatal accident occurred in the Gavrilov-Yamsky district, in which one person died, three more were injured. This was reported in the press service of the Ministry of Internal Affairs of Russia for the region.

The accident happened on July 30 at about 09:45 on the Yaroslavl-Ivanovo highway near the village of Khokhlevo. A Ford Focus driven by a 58-year-old woman collided with a Lada Vesta driven by a 32-year-old man. As a result, the female driver of the Ford was fatally injured and died at the scene. The driver and passengers of the Lada needed the help of doctors. A 15-year-old passenger was taken to the hospital. The driver and another passenger, a 43-year-old woman, are scheduled for outpatient treatment.

Traffic police officers, investigators and doctors worked at the scene. All the circumstances of the incident are established.

It all happened at about two o’clock in the afternoon on July 28 at the elevated pedestrian crossing near the Moscow railway station. The man chose a 20-year-old girl as his victim. According to eyewitnesses, the attacker was clearly in an inadequate state: he attacked a passer-by, began to choke and bite her, and, possibly, intended to commit violent acts of a sexual nature.

It all ended with the girl being able to escape, and the attacker hastened to escape. Eyewitnesses detained him on Moskovsky Prospekt. And handed over to the police.

— The attacker was taken by the police to the Ministry of Internal Affairs of Russia in the Krasnoperekopsky urban district. At present, the police are establishing all the circumstances of the incident, an investigation is underway, the regional police said.

According to preliminary data, the injured girl needed medical help.

Recall that this is the second such case this summer. On June 21, on Chkalov Street, an inadequate attacked a girl with a stroller. The court then sent him to a special detention center for ten days of arrest.

In Yaroslavl, a crowd of teenagers brutally beat a man for refusing to «give a light»0003

Another egregious case in a very short time.

It seems that teenage cruelty knows no bounds. The resonance caused by the evening incident on Uritsky Street, where the crowd beat up a woman and two men, did not have time to subside, when another case surfaced. And again, teenagers who made a mess on the streets of the Dzerzhinsky district were at the epicenter of events. Tatyana, the chairman of one of the local houses, shared with us the corresponding recording from CCTV cameras.

The incident took place on the evening of July 23 in the courtyard of house number 89 on Tutaevskoye Highway. The video shows how a man appears in the frame, followed by a crowd of young people. Suddenly, the young men knock the man to the ground and start beating and kicking violently. The unfortunate one cannot even offer resistance. It is not known how the story would have ended if someone from the crowd had not thought of stopping their distraught comrades.

Not much is known about the beginning of the conflict. As the man later told the chairman of the house, the youth allegedly asked him to “give a light”. When they refused, the crowd went wild. Further events developed rapidly.

The recording shows that teenagers surround a man, throw some object at him. Calls «Beat!» and «Let’s beat!» After that, five people immediately knock the victim onto the asphalt and start beating him. They beat him with their hands, kicks, throw some iron objects and bottles at him, which smash against the asphalt with a clang. Two more people are standing nearby, watching what is happening.

After some time, apparently having enjoyed such a cruel «entertainment», the crowd leaves. The unfortunate man continues to lie on the asphalt. Soon a passenger car appears in the frame, a man gets out of it and approaches the lying one. A girl and a third person also stop nearby. Perhaps they are asking if the victim needs help.

However, judging by the record, it all ended with the victim getting up and leaving the scene on his own. According to Tatyana, law enforcement agencies are aware of what happened — the police came to the yard the next day. Not much is known about the attackers either — allegedly they are 15-18 years old, and two of them were seen the other day in Yablonevo Posad.

We requested information on the incident from the press service of the Ministry of Internal Affairs for the region and will follow the development of events.

This incident takes on a particularly sinister tone in the light of the recent events at 65 Uritsky Street. By the way, local residents also received video from CCTV cameras. One of the recordings shows that the teenagers, having hit the man on the head with a brick, then continued to kick the lying victim and check his pockets. However, it is possible that these incidents are connected and that the same gang of teenagers operates in the area.

Recall that earlier eyewitnesses spoke about the shooting that began in the courtyard of house No. 65 on the evening of July 25. After this publication, a woman contacted us, who witnessed the beginning of the conflict. On condition of anonymity, fearing for herself and the life and health of family members, she said that in the evening she went to the grocery supermarket on Uritsky Street, 67. At that moment there was a rather impressive crowd of teenagers 15-17 years old. Offhand, there were about 15 of them on the trading floor. They behaved inappropriately: they ran around the store, pushed each other, indiscriminately grabbed goods and insulted the staff and other customers.

— I am one hundred percent sure that they were all «under something», they behaved so inadequately! Yes, and their eyes were somehow abnormal, — our interlocutor said.

At some point, they started a conflict with a woman and a man, which they decided to continue on the street.

— Just as I was leaving the store, I saw one of the teenagers throw alcohol in the woman’s face and then spit. She, apparently trying to defend herself, seemed to push the youngster away, but after that something unimaginable began to happen. They hit the woman in the face, and her husband was thrown to the ground in a crowd and started kicking! the woman said.

According to her, the police were called immediately, but by that time they had not arrived. In general, it turned out that an ambulance brigade arrived at the scene earlier. Doctors provided primary care to those injured in the car, and teenagers ran around and knocked on doors and windows, shouting threats and other incoherent obscene language. What’s more, the crowd had drastically increased in size—it looks like they called in older “reinforcements” to the scene.

Our interlocutor, who lives in a neighboring house, claims that she was simply afraid to go into the yard — some of the teenagers, who were still running around in an inadequate state, had knives in their hands. On the fact of the shooting, the woman did not speak, claiming that she «did not hear anything like that.»

But later other details came to light. The injured were taken by an ambulance to the Solovyov Hospital, where they were found to have rather serious injuries. According to preliminary data, in addition to bruises, the man has a concussion and a broken nose. And later, a third victim was admitted to the clinic with a head injury, at whom one of the teenagers allegedly threw a brick. By the way, other eyewitnesses also confirm information about inflicting injuries with the help of bricks. According to them, the teenagers then threw the weapon onto the territory of the kindergarten.

We requested an additional comment from the press service of the Ministry of Internal Affairs on this incident. At the time of publication of the material, there was no official information yet. We will continue to monitor developments.

And it all started quite peacefully. A company of young people gathered in the yard around eight in the evening. Gradually the tone of the conversation rose. Closer to half past nine, there were already screams, mutual insults and a stream of foul language. Then the teenagers started running around the yard, breaking bottles and fighting.

Local residents called the police, but even before the squad arrived, the conflict took an unexpected turn. A man with a gun came out into the yard to “teach a lesson” to the youth. Word for word, the showdown flared up with renewed vigor. One of the videos that were posted in large numbers on social networks that evening was filmed by local teenagers. The author reports that someone started throwing a watermelon, after which a man with a gun appeared in sight, and then shots rang out. There were several shots (according to some reports, about ten), they also alternated with obscene cries and mutual insults. He fired, judging by the video, the man was shooting up, hitting the trees.

Fortunately, everything ended without serious consequences. The participants in the conflict were detained by the arriving police and National Guard units.

The last video shows how violent citizens are put into the car of law enforcement officers and taken away.

Seven pairs of candidates with the same last names ran for the elections to the Yekaterinburg Duma. Novyi Den asked political scientists why the technology of twins is still popular in election campaigns, and if there is an antidote for it.

“Twin technology is as old as the world, and still alive today because it is effective. It has been calculated that the stand-in candidate is able to take up to 5% of the votes from the real candidate. Perhaps more if the double will be higher on the ballot. The fact is that in the constituency the list of candidates is in alphabetical order. And if the name of the namesake begins with the letter that is in front of the alphabet, then he will receive the top line. This technique is designed for inattentive or impatient voters who check the box without really reading the ballot,” notes the chief researcher of the Institute of Philosophy and Law of the Ural Branch of the Russian Academy of Sciences Sergey Moshkin .

Professor of the Department of Political Sciences of the Department of Sociology and Political Science of UrFU Anatoly Gagarin believes that a double can cause significant damage only to a candidate with weak positions. If the nominee has a good electoral reserve, then the loss of a few percent of the votes will not be critical for him, and he will still win the election. Another thing is if a not very well-known candidate is opposed by a strong opponent in the district, plus a namesake is nominated against him.

“How can a candidate fight against a double? Firstly, it is necessary to correctly use the campaign resource so that the voter has a clear association of the name and surname of the candidate. Secondly, you can play the victim. They say, look, they use dirty tricks against me, they prevent me from being elected. It can become an inoculation against black technologies. Thirdly, the candidate’s team should include lawyers who will “vacuumize” the biographies of opponents and look for ways to get rid of strong competitors in the election race,” the agency’s interlocutor noted.

Both experts note that the technology of twins has taken root in Russia due to the democratic character of the electoral legislation. Now for candidates there is only an age limit and a ban on a criminal record. There are no restrictions on the place of residence, so a candidate, for example, from Vladivostok can safely run in Yekaterinburg or Moscow. And finding a namesake in a country of 146 million is not so difficult.

Recall how the doubles were distributed in the elections in Yekaterinburg.

In constituency No. 3 , the regional public figure Valery Cherkashin and the unemployed from Sysert Maksim Cherkashin moved forward. Both go to the polls as independent candidates. At the same time, the United Russia candidate Dmitry Storozhilov, representing the UMMC, is considered the favorite in the district.

In constituency No. 4 there is a struggle between deputies Ira Ovchinnikova (self-nominated) and Tatyana Vyatkina (United Russia). The list of candidates also includes student Ekaterina Ovchinnikova, who will be ranked higher on the ballot.

In constituency No. 14 , deputy Pavel Pustozerov is nominated from the ruling party. He is opposed by deputy Alexander Karavaev, who did not get a place on the list of A Just Russia and went to the polls as a self-nominated candidate. It is curious that the Socialist-Revolutionaries nominated Zhanna Zhuravleva in this territory, «consonant» with the candidate Alexandra Zhuravleva from constituency No. 13. And the party «Yabloko» — librarian Svetlana Vyatkina, «duplicating» Tatyana Vyatkina from constituency No. 4. Perhaps the calculation was made that the opposition Zhuravlev and Vyatkina would be able to get the votes of inattentive voters due to the aggressive campaigning of United Russia candidates. Although it is possible that it just coincided — namesakes do not directly compete with each other.

In constituency #17 is a vivid example of party revenge. Against the ex-deputy from the Communist Party of the Russian Federation Eduard Mansurov, the communists nominated the photographer Mert Mansurov. Eduard Mansurov, after being denied registration for the elections, again submitted documents to the election commission and is still listed as a candidate for the Yekaterinburg Duma.
