Most of a baby’s brain development happens in the first 2 years of life. That’s why it’s so important for babies and toddlers to explore their environment and experience many sights, sounds, tastes, and textures. Interacting and playing with others helps children learn about the world around them.
So experts recommend limiting the amount of time that babies and toddlers spend in front of a screen. That’s good advice — but in today’s world, it can be tough to keep babies and toddlers away from all the TVs, tablets, computers, smartphones, and gaming systems they’ll see.
How Much Is Too Much?
The American Academy of Pediatrics (AAP) recommends that babies younger than 18 months get no screen time at all. The exception to this rule is video chatting with grandparents or other family members or friends, which is considered quality time interacting with others.
Toddlers 18 months to 24 months old can start to enjoy some screen time with a parent or caregiver. Children this age can learn when an adult is there to reinforce lessons.
By ages 2 and 3, it’s OK for kids to watch up to 1 hour a day of high-quality educational programming.
Media Use Tips
When introducing media to toddlers:
- Be with young kids when they use electronic devices. That can mean playing an educational game or talking about something you see together in an age-appropriate TV show or video.

- Set a good example. Turn off TVs and other devices when not in use. Don’t leave screens on in the background and turn off your phone when you are with your child. This can distract from your interactions and your child’s play.

Why is it harmful and strictly forbidden for children under three to watch cartoons and TV?
At this age, children’s perception is so arranged — they will watch everything you show! Whether it’s a cartoon, advertising, porn movie — it doesn’t matter! The content is not important here — it is important that something flashes on the screen, and they just follow this flashing. Children do not watch a movie, their perception is purely sensory, and this thing is very dangerous, because in this case the development of the cortical parts of the brain is blocked, those neural chains that should develop do not develop. I’m not even saying that communication is disrupted, motor development is disrupted, and the worst thing is addiction. The child definitely needs something to flash, to show something, and this is precisely what blocks his own activity. Those types of activities in which development should take place at this age are blocked, in particular, this is objective activity at an early age, situational — mediated objective communication — all this is not there. And this child, it seems, as it does not need to become. And then, you can put him on anything. Therefore, here the content of the film is not so important — its artistic features, etc. The main thing here is to make it clear to parents — ANY viewing of any cartoons is HARMFUL.
In addition to these dangers for a child in physical development, what other difficulties can arise when children watch cartoons?
Another no less dangerous problem is that the child does not understand, is not able to understand and digest what is offered to him. Neither emotionally nor psychologically he is ready for what he is shown on the screen. That is, to put it simply, content not intended for this age is detrimental to the child’s psyche. We have an attempt to analyze the content of the cartoons offered to children. We are talking now about the content, not about the form — tempo, color, music, artistic features — this is more about aesthetic education. This is all very important! But this is generally a separate issue, a separate layer that needs to be dealt with. And the criteria for evaluating this aestheticism is very difficult to find. This, I think, should be a separate research and development. But clearly, this beauty of the image is always felt. You can always distinguish a beautiful cartoon. But as for the content of the film, we have a hypothesis — what content should the film be and for what age is it intended.
And what are the criteria? How to define it?
The first thing that a cartoon should carry. Some function of the cartoon. Cognitive — what is this film about, what is its content. What a topic. Each film expands the boundaries of the child’s world, immerses in a new reality, introduces new areas. And the main thing here is how this reality fits the age interests of the child. As far as he can understand in general, what this story is about, what they tried to tell him about. The logical connection between events is important, to what extent the child is able to trace it, whether the child can connect them himself and establish causal relationships and establish what comes from. And here for each age there is its own content, which reflects the world of the child at a certain point in time. We singled out groups: 3-4 years old — preschool age. 4-5 years. 5-7 years. A fairly fractional age indexation, but since the development and changes of the child take place very intensively during this period, it is impossible to separate otherwise.
Why didn’t you research cartoons for children under 3 years old?
First, we did not have data that children at this age watch cartoons. Yes, and in such quantities, as you found out. Plus, here we adhere to such a policy — WHO has clearly limited the age — it is FORBIDDEN to watch TV, cartoons, etc. under 3 years old. Therefore, if we take and start studying cartoons on the subject of whether they are suitable and to what extent for children under 3 years old, this will be a hoax. We will untie the hands of parents, supporting them in showing cartoons to kids. Understand that there is not a single cartoon for children under 3 years old. The harm that the child receives from watching is very large, we talked about this at the beginning. It is clear that if parents still show cartoons to children under three years old, they should choose from those that we recommend for children aged 3-4 years.
It is important for parents to understand that the development of a child under the age of three proceeds exclusively through action, followed by objective activity. Perception and action cannot be separated! Children comprehend the size and shape — such activities — correlating actions with pyramids, cubes, liners — these sensory standards are worked out in them. And looking overrides all these actions.
Our research showed that children, unfortunately, actively watch cartoons from the age of one, and watch them for 1-2 hours a day. This is our reality. At the same time, of course, parents know that it is impossible to watch. But what to do with this situation? It is unlikely to improve over time — they will watch even more and start even earlier … Perhaps it is still worth considering developing something more or less suitable for such young children? Let’s say it’s the lesser of two evils.
It’s hard for me to talk about it… It’s very bad and sad. Reality must be changed. I can say one thing — any cartoon at this age will be addictive — these are flashing spots, the child does nothing, does not develop anything. And from this a “spoiled” generation will grow up through no fault of their own, and parents will come to their senses … I can also say here what cartoons ended up in the TOP of your favorite cartoons in your study — this, of course, is no good. The fact that they are shown in the program «Good night, kids» does not mean anything. This should not be shown to such small children. It doesn’t suit them! Luntik, Masha with the Bear is a time bomb. At the same time, when putting a small child to watch these “new” fashionable cartoons, then it will be very difficult to accustom him to something more aesthetic. After that, they no longer watch our good Soviet cartoons, which are really works of art, which carry beauty in themselves and can really help in educating a child’s taste. Parents, unfortunately, today completely trust television and children’s channels. And here the new law — 0+ — still plays a fatal role — think about the wording. Not 3+, but 0! What does this tell the parent? From 0 you can watch, so everything is fine. Parents are reassured by this 0. And this, of course, is a huge harm … This is absolutely illiterate from the point of view of legislators … Now, by the way, in some countries a law is being discussed to prohibit the access of small children, just under 3 years old, to any show. After 3, already closer to three years, you can say what you can and should watch. Actually, we are talking about this. Although, all the same, of course, they show everything that goes and everything that is on this market.
We, conducting the research, faced such a problem — there are no criteria for evaluating the «goodness» of cartoons (and, in general, similar works). Many parents also note this as a problem. That is, many say that if there were criteria, some kind of expert assessments that would help parents to carry out a certain selection of good and bad cartoons, parents would do it! And I’m sure it could at least somehow brighten up reality. Parents would at least think about what the child is watching, consciously approaching the choice. The child would receive a more or less suitable cartoon for him. Are there any evaluation criteria from the point of view of psychologists?
We’re working on this right now. Our team is now developing this list of suitable cartoons for kids. And the problem that you are talking about — the problem of criteria — is also facing us. They really don’t exist. And we develop it ourselves. For example, we take 2 films — one obviously children’s «Mitten», one obviously not children’s «Benten». We take a lot of methods, we are looking for methods of evaluation. First of all, we look at how children understand with whom they identify. We are conducting a study (something similar to what you did with Luntik and Winnie the Pooh), we have children, however, older than 4 years old. We let them watch a cartoon and then we offer toys from this cartoon and watch them play. Accordingly, in the game we can observe everything that the child «carried out» from what he saw. Here is the understanding of the plot, understanding and perception of the emotional layer, identification, the ability to apply in life, behavior patterns, the impact on the emotional and psychological state. But this, again, is our methodology, it is to some extent subjective (in terms of criteria selection) and, of course, we do not consider aesthetic and cultural influence in it, although it is very large and important.
What do you think about the new, now very popular and fashionable among parents, educational cartoons, films and CDs for kids, which are just designed (according to the producers themselves) just for children from 0 to 3 years old?
This is all nonsense. Yes, a child can remember where red and green are, but it will be purely reflex. We had experience with these discs. One of the companies seems to be «I can do anything!» They sent us these same cartoons for examination. We wrote them an absolutely devastating letter, the conclusion: no development in babies, no encyclopedic knowledge from the cradle is possible through looking, it’s just a hoax. Deception and parents and children. Plus, everything else is a harmful deception. Harmful to children, of course. The producers of such cartoons assure parents that if they watch these discs from birth, the child will be a genius, while that the child gets used to watching TV, gets used to the constant screen, but they don’t say how harmful it is. So we end up with children dependent on the TV and computer, while the parents themselves ring the bells, but it’s too late. Until the child has studied the real world around him, it is harmful and dangerous to introduce him into the virtual world of cartoons. He already lives there. Now there are already children who treat reality like a computer. (A 4-year-old boy looks out the window and tries to “enlarge” the image with two fingers, like on an iPad or a mother who screams, says — delete). That is, there is a complete transfer of communication from the virtual world to real life, and not vice versa, as it should be.
Let’s talk a little about the quality of modern cartoons. What can you say about modern heroes, images that animators use, meanings. If earlier Vinnie and Cheburashka were the «heroes of time», now it’s Luntik, Masha, Fixies.
«Luntik», it seems to be at least a fairy tale toy character (he looks like a toy) and that’s good. But to take the dominance of these monsters, Bakugan, wheelbarrows is a tragedy. These are not people, not toys — it is not clear that from the point of view of the image.
Masha from «Masha and the Bear» — at least she’s human, again, that’s good. But the main danger of this cartoon is also hidden right there — she is a person, a girl, and she gives absolutely clear models of behavior and identification, which children immediately adopt and assimilate. And Masha does something terrible.
Fixies — we are just now studying this cartoon. These are parts of machines in the house. This is definitely for younger students, no less. Then they can still bring them some cognitive benefit — the device of technology — for big children, after 7 years it can give something.
«Bogatyrs» — a product of the Mill. This is complete kitsch. This cartoon is not for children! Let parents learn this once and for all. These are adult cartoons! This is office and adult humor, these are not childish meanings and passions. These cartoons will not bring any Russian spirit and cultural heritage and identification to children! An attempt in our country to make such a seminal film acceptable to both children and adults fails.
«Smeshariki» — this was also one of the attempts to make a cartoon for both children and adults. About them I can say that the series are very, very different. Some are directly for children, small children from 3 years old, some series are exclusively for adults (or children from 7-8 years old) — because there are such meanings and relationships that, again, as we said, a child does not able to live and lay in his mind. But it’s not the worst cartoon ever. Against the background of the rest, we can say that this product is not bad. The only thing, there is a clear contradiction, of course, between such a toy form, images and a completely adult meaning. This may confuse parents somewhat — it seems that the cartoon is suitable for very young children in terms of images, but not in terms of content. Therefore, again, the choice of a cartoon must be approached consciously. Preliminarily watch and evaluate, in addition to images and characters, the meanings, the emotional component of the cartoon, and so on. It is important.
What can you say about festival cartoons? Which do our illustrious animators? Perhaps it is worth looking for salvation for parents there?
Yes, there are festivals. We review them regularly. There, this problem is also acute — there are very few cartoons for children. They simply don’t exist. The festival presents works for adults. Multipliers are not interested in «in the sandbox». Of the 30 films that have received the award, only 2 are suitable for children. There are some, but very rarely, unfortunately. Here the problem is also that the creators themselves do not think about the age addressing of their cartoons.
Now the most fashionable is black. Modern cartoons, many (not all), as a rule, are black, gloomy, with a tragic end, with black humor, which are in no way suitable for kids.
We can say that it is still safer to show a child our Soviet, proven cartoons. Many parents opt for them, intuitively realizing that modern ones are evil. But here a question arises. Watching Soviet cartoons in a child, then already grown up, does not create dissonance with the surrounding reality? Some psychologists say that by constantly looking at “Sovietism”, a child may become unprepared for the modern rhythm and realities and may grow up infantile.
Well, what is the reality? They are good because there is a timeless form, even if there are children, they do what children in all generations do — show concerts, wait for Santa Claus, sing songs, save a puppy. You can’t be afraid of this. And infantilism just arises from something else — from the fact that children themselves do nothing — until 10-12 years old, they don’t go out into the street, they don’t have life practice, they are under a hood and it’s calmer for mom that he watches TV — this is and causes infantilism.
What other advice can you give parents on choosing cartoons for children (besides what we talked about the image of the hero). Perhaps the main factor?
If we are talking about children under three years old, then these are the most simple cartoons. Simple storylines, relationships and shapes so the child can understand exactly what is going on. For example, Kitten Woof, in general, Suteev’s cartoons are as close as possible for this age. Steam locomotive from Romashkovo. There are actually a lot of them, they are very cute, and if the child is initially shown them, and not “Luntik” or “Good night, kids”, they will get used to good cartoons and will watch them many times, which is also very good for the child.
As for the classics, too, but foreign. Disney cartoons, for example, The Lion King, Bambi, Cinderella. How good or bad are they for our children?
These are very good cartoons. One of the best, I would say. They are good and from an aesthetic point of view, of course, very beautiful, traced. With the help of these cartoons, it is really possible to form an aesthetic taste in a child, a taste for beauty, an understanding of this beauty. Plus, wonderful topics are covered there, with their help you can form the emotional sphere of the child, instill moral standards. These cartoons can already be shown in doses to a child from the age of 5, naturally, again, choosing the content. For a younger age — 5 years, in fact, to select cartoons where the main characters are animals, it is more interesting for children, it gets to them. Older age to pick up a more serious storyline. At the same time, it is very good to watch cartoons with your child. Not just sit him in front of a computer or TV, but watch together, comment, help in understanding, and so on. In general, the most cartoonish age, if I may say so, is 5-7 years old, when all this beauty is available to children, long tales, with magic, with a miracle. The child already understands a lot of things and at the same time, is still very open and naive, believes in magic. Just this is the age when all this must be given to him!
There is another danger, when a child starts watching cartoons ahead of time, which are not intended for his age. (we didn’t talk about it). The child seems to have watched a cartoon, for example, «Kid and Carlson» at the age of 2, parents and the child believe that he has already joined this. And the fact that he didn’t understand half of it and didn’t live it is no longer important. And this whole subculture for children, which is designed to develop a child (at a later age!) — it passes by. The main meanings, subtle humor, morality pass by the child, everything that he could get from this cartoon at the age of 5-6, he has not received and will not receive! Now Peter Pan, the Snow Queen — all this falls on 3-year-old children, and they only watch superficial stories.
That is, when watching Carlson at the age of 2, the child simply sees that the little man is flying and that’s it? Everything else passes, and why can’t she then get it, so to speak, at 5-6 years old, after reviewing the cartoon?
Yes, except for the flying man, he does not catch anything at this age. But he won’t get it later, because he is unlikely to return to this at the age of 6, when he would need it. Yes, and this is a very unhealthy trend. Educators will get a taste for it and all pre-school education will be completed. In general, this fashion for interactive on modern technological innovations in education will lead to nothing. There should still be a tradition here. And in general, I just recently expressed the idea that the most important innovation in education is a return to the roots, to traditional methods of education. To a normal game, to a book, a fairy tale, children’s amateur performances — this is the main progress should be, and not in formal technology.
Can you already say, based on some research, that the harmful effects of watching TV and cartoons by children early can be seen in their behavior at an older age?
Yes, of course, these studies exist and there is a certain correlation with specific deviations. For example, all hyperactive children are addicted to TV, children prone to autism, non-contact, not in need of communication — this is also from there. Literally, 100% of kids who can’t focus on anything is the influence of TV. This is understandable, because from childhood they are used to the fact that outwardly there is a “holder” of attention.
How do you feel about the fact that cartoon characters sell chocolate, toys, water and other children’s goods?
How can you feel about this? This is the market. This is how our entire consumer market works today. These are all psychological tricks, not for nothing, producers involve psychologists in the production of cartoons. The whole children’s world, all spheres of children’s lives are surrounded by the same heroes. This is psychology.
That is, the child should somehow try to protect from the dominance of cartoon characters everywhere and on everything?
In general, a character toy is a very good thing! And to all parents, on the contrary, I would recommend having them. Since children at such an early age watch cartoons, it is inevitable, then it is necessary to smooth out the negative aspects of viewing. With the help of a character toy, a child can live what he saw in a cartoon, and a parent can help him with this. By the way, so is the book. If you read a book BEFORE viewing, then watch a cartoon based on it, then also play some kind of scene with your child, for example, the most difficult one from the cartoon. If in Soviet cartoons, old Disney cartoons, it doesn’t matter who the main character is — an animal, a boy or a girl — the main thing is universal human qualities and experiences, character, then in modern ones — the gender factor comes out on top.
