Flags of the Free Republics | Region.Expert

Vadim Shtepa : Dear viewers, we are starting a discussion about regional symbols. It will be attended by Ruslan Gabbasov, head of the Bashkir National Political Center, Svyatoslav Krasikov, representative of the regionalists of the Komi Republic, and Vadim Sidorov, specialist in ethno-regional issues. My name is Vadim Shtepa, I am the editor-in-chief of portal Region.Expert . I would like to start our discussion by showing a small presentation, now I will try to demonstrate it to you.

Vadim Shtepa : As far as we know, the national movement in Bashkortostan would like to restore the flag that originally appeared in their Republic after the February Revolution of 1917. Right now Ruslan has this blue-green-white flag, but at the moment it is the official flag of the Komi Republic. Is there some kind of conflict here? Or, perhaps, it is possible to find its solution in such a consistent replacement of symbolism? That is, Bashkortostan is returning its blue-green-white flag, and the Komi Republic is establishing a new one, popular today among their regionalists — a green cross in a white border on a blue background. Here we see him on the chest of Svyatoslav. Ruslan, maybe first you will say a few words about why you consider it necessary to return to the symbolism of the early 20th century?

Ruslan Gabbasov : Good afternoon, dear participants! Naturally, everyone wants to return to their roots, to their origins. Blue-green-white is the flag of the first Bashkir Republic, all Bashkirs know about it, at least the entire national movement. And today we want to be more independent, more sovereign, more independent. Since this happened under the first flag, under the first Republic, it would accordingly be wonderful to restore this self-consciousness.

Early 19In the 90s, our deputies wanted to return this flag, they just did not have time to do so. And while they were deciding there, the Komi Republic had already declared this flag to be its own. I do not know why they chose this particular flag, but, fortunately, all this, in my opinion, is completely solvable. Because now the Komi regionalists are promoting their new, rather beautiful flag, and as far as I can judge from the experience of communicating with them, they do not mind at all that the Bashkirs regain their historical one.

The current flag of Bashkortostan, of course, is also beautiful, but the problem is that today it flutters everywhere along with the Russian tricolor, and in my opinion, after the start of the war with Ukraine, all this symbolism discredited itself. Under these flags, our conscripts and contractors go to war, jingoistic rallies are held, etc. Therefore, I believe that these flags of the imperial era have become obsolete.

Vadim Shtepa Thank you, Ruslan. I would like to give the floor to Svyatoslav and listen to his point of view: firstly, how do the Komi regionalists feel about the fact that the current flag of their Republic in Bashkiria is considered theirs and, accordingly, why do they prefer a Scandinavian-type flag for Komi?

Svyatoslav Krasikov : Good afternoon! Yes, we really believe that the current flag of the Komi Republic is quite beautiful, but it is still not ours. It was stolen by officials in the early nineties, it is not known why, perhaps it was just too lazy to invent something of their own. And we believe that our Republic should have a flag that was invented by its inhabitants themselves, it is made in the Scandinavian style. This shows our closeness to other countries and regions of Northern Europe.

Of course, many begin to accuse those who use this flag of “separatism”: they say that all Russian flags have stripes, but you want a cross. In fact, two more regional flags in Russia have a cross — this is the Stavropol Territory and our brothers in the Perm Territory. For some reason they are not accused of separatism. Perhaps because these regions are less protest. The Komi Republic became one of the most protest regions several years ago, during an attempt to build a landfill for Moscow’s garbage at the Shies station, and it was then that this flag became most widespread. People under this flag went to huge rallies (10 thousand people for a small Syktyvkar is a very large figure) and it was under this flag that the people defended one of their constitutional rights — to a favorable environment. While under the flag with stripes sit all the officials who are sent here by Moscow, who supported the construction of this test site, and in general they only say what they are told from Moscow.

Vadim Shtepa : Thank you. Then I would like to ask Ruslan Gabbasov a question — Svyatoslav says that the new flag they are promoting in Komi has already become a symbol of protest. And as far as I remember the events in Kushtau, the current flag of Bashkiria was mainly used there. He is not perceived as a protest?

Ruslan Gabbasov : I would repeat that we treat the current republican flag quite normally, and in previous years, when I participated in various national organizations, we ourselves raised it at events. But today, when the official symbols have been discredited by the war, our historical flag has come to dominate the protest movements.

Vadim Shtepa : Question to Svyatoslav: I know that there are supporters of your flag in the State Council of the Komi Republic, one deputy even wears it. What are the prospects for this flag to become official?

Svyatoslav Krasikov : in the Parliament of the Republic, the Communist Party faction of four deputies is promoting this flag. Of course, they are still primarily engaged in promoting not the flag, but those social and economic changes that the region needs. In particular, this is undoubtedly a change in the distribution of taxes in favor of the Republic, a change in personnel policy so that local personnel can occupy key positions, and not just Moscow appointees. Therefore, I think that our flag will, of course, acquire an official status over time, but this can only happen on the basis of fundamental political changes.

Vadim Shtepa : Yes, here we can note an interesting paradox of your Republic in comparison with other regions, and even with Moscow, where communists are associated with a conservative-imperial position. But representatives of the Communist Party of the Russian Federation in the Komi Republic oppose Moscow colonialism and promote a Scandinavian-type flag. Maybe the problem is that in Russia there is no way to create regional political parties, because I think that in this case, the left-democratic movement in Komi would probably be organizationally something other than the Communist Party.

I would like to give the floor to Vadim Sidorov to comment on such a symbolic «movement» of the flag from one region to another. By the way, he himself expressed this idea in his publications.

Vadim Sidorov : Thank you, Vadim, greetings, colleagues! I think that the symbolic aspect is very important in politics, and this topic of new flags is a pretty serious marker of the maturation of a revolutionary situation. And there are historical precedents that allow it to be perceived that way. For example, the Georgian national-democratic revolution of the beginning of the 21st century, the so-called Rose Revolution, chose a new, modern flag of Georgia, which began to be used instead of the previous flag, which, in fact, is also quite historical. However, the new flag has become a symbol of a new era. Therefore, all these flags that we are talking about can become official only if a similar, revolutionary scenario is implemented.

Vadim Shtepa : Probably so. But I would like to ask a question, maybe a little complicated, maybe ironic — about the flag that hangs behind you (white-blue-white) and which is already called the “flag of the new Russia”. How many of these «new Russias» can there be? In 1991 there was a “new Russia”, now in 2022 the opposition is again talking about a “new Russia”. It may be more logical to switch to republican, regional flags, and then these republics will agree among themselves whether they will have some kind of federation or not, and if so, then they will develop some kind of common symbolism. And now it turns out that the supporters of this flag are promoting the symbol of some association in advance, although in general it is more logical to start with the subjects of this association.

Vadim Sidorov : I believe that these subjects will not be formed in the way that someone draws them in an ideal scheme, but will emerge on a whim, in the process of revolutionary action, quite possibly military revolutionary action, and will actually establish their subjectivity where they can do it. And then they will have to negotiate among themselves.

«Flag of Free Russia» is a very conditional name, and it misleads people who see it as the flag of a state or even a territory. In fact, this is a utopian flag, in the ancient Greek sense of the word «utopia», that is, a kind of «no place». Rather, it is the flag of the oppositional Russian diaspora, which numbers thousands, if not millions of people around the world. I call it the «flag of Russian Taiwan». What is Taiwan? Taiwan is the Republic of China that was left free after the communists seized power in mainland China. The only difference is that “Russian Taiwan” has no territory at this stage, that is, it is extraterritorial. This is a utopia as a network space of resistance and potential consolidation of those Russians who retain their identity in emigration.

But with a certain development of events, they can move to the territory of Russia. Moreover, it is not a fact that it will be the entire territory of the current Russian Federation. However, it is significant that today this flag is used by the only unit, which may still be largely PR, but nevertheless, which proclaims armed struggle — this is the Legion «Freedom of Russia» as part of the Armed Forces of Ukraine. And it will be much easier for national movements, various regions, and the whole world to find a common language with the conditional “Russian Taiwan” than with the Russian analogue of the PRC.

Vadim Shtepa : The logic is clear, but still I will express doubts from the position of regionalists. Some of them fear that if this white-blue-white flag suddenly flies over the Kremlin, then it might become the next flag of the empire. If the Russian political emigration, which is still mainly Moscow, proclaimed this flag the flag of the future Moscow Republic, I think no one would have anything against it. But the problem is that when it is immediately positioned as the “flag of Russia”, it turns out that all regions are already included in it. But these regions would still like to decide on their own symbols first, which is what we are seeing today in the case of Bashkiria and Komi. And in general — with the question of whether these republics will be part of the «beautiful Russia of the future.»

The other day I read a very interesting post by a Moscow regionalist, I would even say a Muscovite, who said that in the future it is necessary to restore Muscovy within the boundaries of the 15th century and it should have the flag of the Muscovite kingdom (also with a Scandinavian cross, but in general the white-blue-red flag that Alexei Mikhailovich had). He declares: let the supporters of the white-blue-white flag orient themselves towards Novgorod, and we, Muscovites, will use our historical flag. It may look funny so far, but there are such views.

Yes, there is an allusion to the symbols of Novgorod in the white-blue-white flag, but we are fully aware of its utopian nature. Novgorod is a kind of «City of Kitezh», which has disappeared, but remains as an attractive historical myth that can be embodied in Ingermanland, maybe in Karelia, maybe in something else. In any case, it will be something new. And so I do not believe that this flag will fly over the Moscow Kremlin. Either the current one will remain there, or a new, Muscovite one will appear. I don’t see a realistic scenario in which the forces operating under the white-blue-white flag could end up in the Kremlin. I believe that they have a chance to win back some territory, but this will be determined in more complex processes.
