Link | Director of information service

The CIO always wants the business to be as structured as possible. The better the business processes are described, the more likely the IT manager is to meet the needs of the business. When an organization adopts a project-based form of activity, it is easier for the CIO to justify the timing and budgets of their projects.

According to the observations of Vladislav Pak, IT director of the logistics operator Relogix, which provides escrow services, the degree of importance of IT in the company and the concept of the development of the IT department often depend on the structure of the enterprise, which can be well documented, but can only exist in the head of its head.

Recently, there are more and more situations of direct subordination of an IT leader directly to the CEO or owners. More and more companies are coming to this scheme: the IT department ceases to be costly and provides business benefits to the enterprise only when the position of IT manager corresponds to the level of top management. In the eyes of most managers who bring profit to the company, IT professionals are just support staff. Meanwhile, now in the market of customer-oriented companies, the range of IT capabilities often plays a decisive role in the choice of the client’s executor of his order, providing one of the main competitive advantages. Almost all types of business (including production services) are unified according to two criteria: assortment and quality level. Benefits are important for differentiation, such as unique business IT support.

Relogix is a relatively young enterprise. Each of its top managers has extensive experience in logistics companies and therefore clearly understands the consequences of the slightest irresponsibility or flaw, including in the IT field, which is why Relogix copes well with complex projects.

In the structure of Relogix, there is a special unit — the department for working with operations, which is responsible for developing technologies, designing business processes, and describing procedures. There is a very close relationship between the CIO and the COO. The Relogix IT department, collecting information about the needs and capabilities of departments, formulates recommendations for the director of operations on the choice of tools (essentially forms) of description for various departments and levels of management. Thus, the operations department acts as the architects of the business, and the IT department acts as the civil engineers or designers, determining the best way to implement the ideas of the architects. From Pak’s point of view, this is correct — the director of the IT department should not be involved in describing business processes.

Relogix has different standards for describing business processes, which are used depending on the nature of the department and the level of the hierarchy. For example, it is important for a top manager to see bottlenecks, places where resources accumulate; it is important for managers responsible for the operation of the warehouse as a whole to track incoming and outgoing documentation; Warehouse workers need specific guidelines for action. Different tools should be used for these three different levels. You can’t force every mover to read ARIS or IDEF charts. The same is true for clients. Therefore, the company is now developing a single set of business process descriptions with different presentation options: for top managers, a graphical representation is provided with reference to the workflow, for the IT department — linking business processes to various reporting forms, for warehouse workers — text documents representing a description of the procedure (what and where to put, where to get), etc.

The company is a logistics operator acting as a third party (Third Party Logistics 3PL) — a third-party logistics service provider whose activities go beyond the simple transportation of goods. The list of services of 3PL operators includes, for example, warehousing, reloading, additional services with significant added value, as well as the use of subcontractors. Relogix offers a wide range of services: safekeeping and handling of goods, non-standard operations, returns logistics, freight forwarding, customs clearance services, etc.

The specifics of Relogix’s work is to develop unique logistics solutions for complex cargo handling. These include Procter & Gamble, Gillette, large retail chains, a major car dealer, a leader in the production of bicycle parts, well-known global manufacturers of home and garden products, including Gardena, a well-known supplier of accessories and leather goods, Samsonite, etc.

Most of Relogix’s customers are large companies with advanced IT infrastructures that have implemented modern information systems and therefore want to use electronic data interchange. When working with such clients, IT plays a very significant role in solving many tasks, such as processing purchase requests, creating a task for the execution of relevant work, sending a work plan to the client, etc. Electronic data exchange ensures efficiency and efficiency of work.

Work standards apply not only to the external environment, but also within the company itself, where the electronic document management system also operates. Automation makes it necessary to standardize descriptions, in particular, of projects. In Relogix, there is a project to take a customer into a warehouse, a project to open a new warehouse, etc., which are triggered at the right time. When starting a warehouse opening project, it is convenient to use Microsoft Project. To manage the project of accepting a new client, you need another tool that allows you to manage contracts, schedule meetings, track the implementation of agreements on protocols. To solve this problem, the IT department is trying to formulate a standard for keeping minutes, project reporting, meeting formats.

Customer must be

Relogix uses outsourcing extensively and extensively, hiring outside contractors for everything from structured cabling and warehouse WiFi maintenance to much of the IT infrastructure. The IT service acts as a “customer service”, its task is to correctly formulate the terms of reference and accept the work.

In connection with the active regional expansion of the company, which opens warehouses throughout the country, it is soon planned to create a single data processing center. The current data center is located in the Moscow region, in Pushkino. It is maintained by the IT department of Relogix. In particular, the warehouse management system (Warehouse Management System, WMS) Manhattan ILS 2006 and all other IT services, recently implemented in the company, work in it.

The business IT support infrastructure is based on powerful terminal stations purchased in large quantities. All users work through terminal access to servers. This results in high requirements for communication channels and power consumption. It is assumed that one or two IT specialists will be enough for remote warehouses. All problems related to the supply and adjustment of equipment will be solved by outsourcing companies of a particular city where the warehouse complex is located.

This position also determined the choice of a warehouse management system: a WMS solution from Manhattan Associates. This is one of the most closed systems of this class; the customer’s programmers have practically no opportunity to modify the system or change the business logic of its operation. All modifications are made by the vendor upon request. Thus, the development and partial maintenance of the WMS system is designed for outsourcing. The Relogix staff only do the configuration. This is a large amount of work: here is the formulation of product placement strategies, and reporting in the report generator, and many other operations.

IT standardization

Even if the IT service as a whole becomes a division that affects the company’s profit, Pak believes that operational user support (Service Desk) and information security will remain costly activities. It is necessary to constantly correlate the financial capabilities of the company with the need for these areas of activity. Pak had to deal with a lot of ambitious IT service management projects, mostly started in 2002-2005, which then died quietly or whose effectiveness is still in serious question. The peak of excitement around ITIL / ITSM, according to Park, has certainly passed, and a rational understanding of the methodology has begun.

In particular, a large number of applications have appeared that support various aspects of the work of the IT department. They tend to contain standard methodologies, often based on ITIL. Thus, there is no need to create the entire complex of IT department processes from scratch in accordance with the recommendations of ITIL, you can use ready-made templates that meet the needs of the enterprise.

Service Desk activities at Relogix are largely supported by their own IT department. Now round-the-clock support is organized based on AdventNet solutions. The tool allows you to analyze the volume and nature of work and view the lists of work of each employee.

Formalizing the provision of IT services, according to Park, is very dependent on the department. Sometimes one universal specialist is enough, but in another situation, for example, if there is a round-the-clock Service Desk with shift work and the need to transfer cases by shift, formalization becomes of great importance. In any case, you should constantly try to minimize costs and only update when the speed of response and the quality of services are no longer satisfactory.

It is noteworthy that with the introduction of WMS Manhattan, the volume of incoming applications has increased dramatically. To cope with this flow, the IT service is trying to organize an additional support line on the principles of outsourcing.

Business & IT

From Pak’s point of view, when organizing interaction with business, a lot depends on specific personalities, in particular, on the position of the company’s chief executive in relation to IT. Hence the principles of interaction.

In the company, the provision of any IT services is considered as part of a business project, in accordance with the needs of which the division conducts open tenders.

Since Pak took up project management and gained experience in implementing ERP systems in which the CIO was responsible for the project, and the managers in whose interests, in fact, the implementation was carried out, acted only as task managers, he understood well what the consequences has such a project. Therefore, it is no coincidence that in the charter of the project activity of the Relogix company it is determined that its owner, that is, directly the top manager, is responsible for the result of the project.

Among the top ten priority projects currently being implemented in the company are the development of KPI IT support systems, billing calculation, management communications, accounting and WMS systems. The project owners are the financial director, the chief accountant, the director of operations and other business leaders. Employees of the IT department act in these projects only as participants and executors — they offer their own solutions, but are not responsible for the result.

Manhattan Story

The attitude towards IT among the company’s management was especially evident during the selection and implementation of a warehouse management system. The Manhattan system is one of the most established solutions in the world of logistics. It has a large number of built-in tools, for example, a Web interface is implemented that allows you to work remotely.

The implementation of WMS was carried out simultaneously with the launch of the logistics complex in Pushkino. This is explained by the fact that the company’s managers, who have extensive experience in the logistics sector, understood that without such a system it is impossible to create a competitive enterprise. The contract for the implementation of WMS was signed in December 2005, and already in June the system was able to serve the first customers. Recently, the company decided to switch to a new version. Despite the fact that a lot of things change in it, even the data structure, it is planned to make the transition in just three to four days thanks to the use of the standard (unmodified) version and the accumulation of «patches» (Manhattan Associates releases a new version when a certain «critical mass» is accumulated «).

When purchasing an information system, an enterprise, as a rule, also acquires the opportunity to use the business model embedded in it. Choosing a powerful and expensive solution, according to Pak, the implementation should carefully analyze the experience accumulated by the vendor, which is concentrated in a predefined version of the business process structure.

During the selection of the WMS system in Relogix, a project team was created. She previously formulated the desired business process structure. The Manhattan model satisfied her as fully as possible. Relogix could not afford to completely «fit in with the system» while ignoring the experience of its own managers. The system was adapted by adjusting its parameters.

Implementation was complicated by the fact that Manhattan Associates does not have its own representative office in Russia. KORUS Consulting, the official representative of Manhattan in Russia, became a partner in the implementation of Manhattan ILS 2006. In addition to KORUS consultants, who are well acquainted with the functionality of the system, vendor specialists specially invited from the UK participated in the project. It took about a month to form a functional design and technical specifications.

The main difficulty was that the system was being implemented for the first time in Russia, and the vendor’s representatives were not familiar with domestic logistics practices. The greatest number of questions during implementation arose in the process of setting up the billing system. Forms of settlements with Russian clients are much more diverse than the developers of Manhattan Associates suggest. Abroad, logistics operators often fix lists of their services. In Russian conditions, Relogix is trying to provide all possible types of services and is constantly looking for new opportunities. For example, an enterprise provides assembly production services, picking various types of goods from suppliers. It is unrealistic to take into account such situations in WMS, and upgrading the system is too expensive and unprofitable if the company plans to move to new versions in the future. Automation of accounting for such activities is one of the urgent tasks.

The implementation of the system continued until June, along with the preparation of the warehouse in the laboratory. In June, we opened a warehouse and launched the system at the same time. Personnel were selected by recruitment agencies. The vendor organized training groups for administrators and key users, who then taught end users.

Maintenance of the system is planned to be outsourced to KORUS Consulting, while Relogix creates its own WMS competence center, which makes it possible to implement integration with clients’ ERP systems in a short time, prepare unique reports in accordance with the specific needs of clients, etc. The number of business analysts increased to five, they took over the system setup and functions for the task. We are now preparing to sign an agreement on the organization of Help Desk.

The plans include the introduction of a placement optimization module, transport management. It implements functional cost analysis, product liquidity analysis, etc. The need for these functions largely depends on the point of view of customers. Not all of them are willing to pass the parameters of storage units, such as car bumpers, to Relogix. Now the nature of the placement can be called quasi-optimal, based on the size ranges of the placed storage units: the system receives information about the arrival of pallets with a size in a certain predetermined range, and the system generates an offer for placement, which is then corrected by the operator.

Relogix

Relogix was founded in July 2005 by the private equity fund Renova Capital. The company offers its customers comprehensive logistics solutions that include a wide range of services: warehouse logistics, special projects, non-standard operations, customs clearance services. Health care reform in the Russian Federation

I ended up in Radovka on the day of a major snowstorm, before which there was a thaw. And she immediately felt how much Lyudmila Turgunovna used to take care of others: «Wait near the bus stop, our roads are bad, I’ll come to you myself.» We meet and immediately go «on the route.»

Our honored grandfather

Although the village of Radovka is small — a couple of streets and an alley, but to its first ward — a participant in the Great Patriotic War, 98-year-old Vasily Kopylov — an assistant paramedic, walk about two kilometers.

«Hello, grandpa. I’m not alone with you today. How do you feel?» — Wiping the melted snowflakes from her face, Lyudmila Turgunovna addresses the veteran. We enter a small room, the walls of which are hung with numerous old portraits, next to them are icons. Vasily Alexandrovich explains that he is trying to remember all the departed relatives, it is customary in their family.

Everyone in Radovka knows this grandfather as an active and cheerful person. He stopped riding a bike just a couple of years ago, and used to get together in the summer and ride mushrooms. «Good mushrooms. I picked them every year,» he recalls. Recently, the veteran was admitted to the hospital, after being discharged he is still not strong enough and can hardly move even around the room. The fact that he has to receive guests in such a state upsets him.

«Okay, grandpa, don’t be upset, you can’t, don’t,» Lyudmila Turgunovna encourages him and helps him get out of bed. While we are getting to know each other and trying to find positive topics for conversation, she performs her daily duties: she measures blood pressure and temperature, asks about her well-being, and prepares to drip into her eyes — this is what the doctor ordered.

«The disease caught me. I began to fall. I’m going to fall. I’ll fall once, a second time,» complains grandfather, but immediately cheers up: «Everything must be conquered along the way. Go, even if you fall, get up and go. I’ve lived before : fell — got up. He endured everything, endured. »

Vasily Alexandrovich immediately responds to my suggestion to take a few photographs with a smile and, drawing himself up, looks into the frame with pleasure. In the eyes — sincere gratitude that they do not forget the lonely old man. The paramedic’s assistant comes every day. Distant relatives came to nurse him after his illness, who recently gave him a real birthday. Both the administration and the village council came to congratulate, the veteran recalls. Ahead is Victory Day, when he will definitely put on a tunic with numerous awards, and then plans to live to be 100 years old — that’s how many people will come to visit him then!

«A little bit left, two years, and it will be 100 years. People will come for 100 years. God bless everyone,» he wishes.

Bolshenekomu

Lyudmila Turgunovna decided to master a new profession, already being retired. Like other junior nurses, who are «for…», he argues that, apart from them, there is no one to take care of the sick and old people in their villages. There are few young people.

«God gave us Luda. Luda is good, well done,» says Nadezhda Kolesnikova, a resident of Radovka, another ward of Neyazova. And when it comes to age, he adds: «Nothing, let Lyudonka work.»

Lyudmila Turgunovna recalls that after moving to Radovka from Uzbekistan, she wanted to work at the local FAP, because she was educated as a laboratory assistant in her youth, but at first there were no vacancies, then there was no opportunity to undergo retraining. And so she worked for many years either as a milkmaid or as a calf maid, completely forgetting about medicine. For the past nine years, she has been an employee of a comprehensive center for social services for the population, caring for the elderly. And now it provides fellow villagers with both social and medical assistance.

Nadezhda Kolesnikova assures that everyone in Radovka has the nurse’s phone number, and you can call her at any time — she will not refuse. I wonder if fellow villagers are abusing it.

«When three or four people call, when no one calls, then I go myself, I ask how things are, I agitate to undergo a medical examination,» she replies, saying that there are calls both late and on weekends. «My husband sometimes gets indignant , but what will you do if the work has been started?

Finding a health worker for a small village is almost impossible, confirms Leniza Gubaidulina, chief physician of the Perevolotsk regional hospital. «For residents, especially the elderly, the very fact that a person who cares will come is of great importance. We treat with a word. You can basically do nothing, sit down to have a heart-to-heart talk with a person, find out what is going on with him This is a great help,” she says, noting how lucky Radovka was to find such a person there.

Thought and invented

In the Orenburg region, there are almost a thousand settlements with a population of less than 300 people. As explained in the regional Ministry of Health, federal standards do not allow organizing a paramedical and obstetric station (FAP) in them. Now a mobile FAP comes to the residents of small villages several times a month, but, as the doctors themselves note, people get sick out of schedule.

Vice Governor — Deputy Chairman of the Government of the Orenburg Region for Social Policy — Minister of Health of the region Tatyana Savinova admits that «we thought for a long time how to try to organize medical care in small towns, so that the population would feel the presence of their doctor next to their home.» Therefore, Savinov does not call the pilot project for the training of junior nurses anything other than a new technology.

Twenty-two more women aged 19 to 64 became pioneers like Lyudmila Turgunovna in the Orenburg region. Some were offered part-time jobs by heads of village councils, while others happily solved the problem with the lack of other vacancies in the village.

The training module «Junior nurse for patient care» was developed by the medical colleges of Orenburg and Buzuluk with the support of the Orenburg State Medical University and the regional Ministry of Health.

The preparation went on for two months and was partly remote. Future paramedic assistants learned how to provide assistance in emergency and life-threatening conditions, measure body temperature, pulse rate, blood pressure, control the depth and frequency of breathing, and also mastered the skills of cardiopulmonary resuscitation.

As a result, since February 2022, new employees have appeared in the state of 12 district hospitals. Now their main task is to be a link between the population and doctors, always stay in touch with fellow villagers, visit them at home, care for the sick, help adults and children prepare for medical examination and vaccination.

From conversation to life saving

«Can you revive?» — I check with Lyudmila Turgunovna.

«I haven’t had to yet, but I don’t think I’ll be scared. I passed the exam,» she replies firmly.

If not to save a life, then Lyudmila Turgunovna has already had to prevent a big disaster as a junior medical worker. Even on a day off, she tries to keep abreast of the affairs of her wards, so on the next Sunday in March she asked a friend to look at her grandfather, to ask if everything was in order, at least through the window. But that morning, Vasily Alexandrovich, that same «honorary grandfather», could not open the curtains of his village house, fell.

The paramedic’s assistant had to rush to help, look for a way into the room through the roof — the doors were also closed. Then she called an ambulance, warmed up the old man, who had lain on the cold floor for half the night, handed it over to the doctors who had come from Orenburg. Everything worked out.

When the «pilot» flies

Head of the Zerklin FAP of the Sharlyk District Hospital Svetlana Kuvshinova called the project a godsend and at the first reporting meeting of paramedical assistants in the Ministry of Health of the Region, following the results of two months of work, she conveyed to the initiators «from our old people — thank you very much.»

She told how her assistant in the village of Kolychevo, Lyudmila Chaplygina, daily checks whether patients take their medications regularly, helps keep a blood pressure diary, and such care even in small things helps a lot in treating or maintaining the health of the chronic.

«This idea is very necessary, timely, because young paramedics do not go to the countryside, we are already working in retirement, and we need such people. I am all in favor of continuing [the project],» she said.

Officials intend to back up the positive feedback from the population and doctors with objective data, having calculated by August how the state of public health has changed. Then it will be possible to make a final decision whether it is worth scaling the project to the entire region or even to the entire country, Anatoly Volodin, chief freelance specialist in nursing management at the Ministry of Health of the Orenburg Region, believes.

«I listen to them, and my soul sings when people understand the difference between dispensary observation and medical examination of the population,» Volodin shared his impressions of the first results of the work of assistant paramedics. «I am very glad that a tandem has formed [between junior nurses and paramedics ]».

He also told how colleagues from other regions call him with the question: «What did you come up with?» Ekaterinburg, Lipetsk, Krasnodar have already been asked to share their experience.

«When I start to explain to them that by the decision of the governor and the minister we have introduced paid positions, when you start to explain their functionality, they say:» How great, why didn’t they think of this before.
