When conducting a scheduled inspection by state control (supervision) bodies, municipal control bodies, the names of all bodies participating in such an inspection are jointly indicated.
5. The annual plan for scheduled inspections approved by the head of the state control (supervision) body or municipal control body is brought to the attention of interested parties by posting it on the official website of the state control (supervision) body or municipal control body on the Internet or in other accessible way.
6. By September 1 of the year preceding the year of scheduled inspections, state control (supervision) bodies, municipal control bodies shall send draft annual plans for scheduled inspections to the prosecutor’s office.

6.1. 6.2. 6.4. 7.1. 9.3. 11.2. 11.3. Checklists (lists of checklists) are developed and approved by the state control (supervision) body, municipal control body in accordance with the general requirements determined by the Government of the Russian Federation, and include lists of questions, the answers to which clearly indicate compliance or non-compliance by the legal entity, individual entrepreneur of mandatory requirements, requirements established by municipal legal acts that are the subject of verification. In accordance with the regulation on the type of federal state control (supervision), the procedure for organizing and implementing the type of state regional control (supervision), municipal control, the list may contain issues affecting all mandatory requirements for a legal entity, individual entrepreneur, requirements established by municipal legal acts or limit the subject of a scheduled inspection to only part of the mandatory requirements, requirements established by municipal legal acts, the observance of which is the most significant in terms of preventing the threat of harm to life, health of citizens, harm to animals, plants, the environment, cultural heritage objects (historical monuments and culture) of the peoples of the Russian Federation, museum items and museum collections included in the Museum Fund of the Russian Federation, especially valuable, including unique, documents of the Archival Fund of the Russian Federation, documents of special historical, scientific, cultural significance and included in the national library fund, state security, as well as the threat of natural and man-made emergencies.

1. Initial situation (assessment of the state of events and parameters of emergencies)
1.1 Verification of the forecast
Over the past day, the forecast was justified by man-made fires, road accidents, the passage of a complex of unfavorable metrological phenomena.
1.2 Meteorological situation (according to FSBI «Irkutsk UGMS»)
Over the past day, no adverse meteorological phenomena were registered.
1.3 Hydrological situation
The hydrological situation is stable. Water levels are everywhere below critical levels.
June 22 at the river. The water level in the Vitim River increased by 35-40 cm, and on the other rivers of the region — mainly a decrease in the water level by 1-25 cm.
In the 1st quarter of 2023, the inflow was predicted in the region of 59-114% of the norm (220-420 m³/s at a rate of 370 m³/s), the actual inflow was 380 m³/s.
In the 2nd quarter of 2023, inflow is expected in the region of 87-104% of the norm (2600-3100 m³/s, with a norm of 2980 m³/s).
Actual inflow into the lake. Baikal in May 2023 amounted to 2800 m³/s, at a rate of 3030 m³/s.
In June 2023, the expected useful inflow into the lake. Lake Baikal is predicted to be 4600-5600 m³/s (at a rate of 5030 m³/s).
The water level in Lake Baikal is 456.44 m (an increase of 1 cm per day). APPG – 456.51 m.
The water level in the reservoirs is:

1. 4 Forestry situation
A special fire regime operates on the lands of the Forest Fund of Bratsk, Taischinsko — Lensky, Ust — Ilimsky, Nizhneilimsky, Ust -Kirensky, Katanga, Bodaibinsky, Mamsko — Chuysky, Zhigalovsky regions of the Irkutsk region (Decree of the Government of Government Irkutsk region dated April 26, 2023 No. 361-pp).
1.5 Agrometeorological conditions
The hot dry period ends on the territory of the region. Cereal crops are in the mass phases «3rd leaf — tillering», they have formed nodal roots, early crops have begun to grow stems. The crops are in good condition. The expected decrease in air temperature and rains will maintain a favorable agrometeorological situation.
1.6 Seismic situation
No seismic events of more than 3 points were registered in the Irkutsk region during the day.
Since the beginning of the year, 16 seismic events with a magnitude of more than 3 have been registered in the territory of the Irkutsk region and the border regions of the Republic of Buryatia, the Trans-Baikal Territory.
The system for collecting operational information on seismic activity is carried out by 26 stations of the Baikal branch of the Federal Research Center «Unified Geophysical Service of the Russian Academy of Sciences».
1.7 Situation at energy facilities and housing and communal services
Over the past day in the territory of the Irkutsk region there were no accidents that led to a long-term disconnection of consumers.
1.8 Biological and social situation
1.8.1 Sanitary and epidemiological situation
As of June 21, 2023 (according to the Center for Monitoring the Situation with Coronavirus — ICC), 373,538 people were diagnosed in the Irkutsk Region. 364257 people were discharged. 8758 people died.
1.8.2 Epizootic situation
The situation in the region is stable. There are no infectious diseases of farm animals on an epizootic scale.
2. Forecast of emergencies and incidents
2.1 Dangerous meteorological phenomena:
According to the Federal State Budgetary Institution «Irkutsk UGMS»: on June 22 in the afternoon and at night of June 23, heavy and very heavy rains, heavy showers, thunderstorms are expected in places in the region , hail, during thunderstorms squally wind intensification of 15-20 m/s, in some places 25-28 m/s.
2.2 Unfavorable meteorological phenomena:
According to FSBI «Irkutsk UGMS»: not forecasted.
2.3 Hydrological situation Vitim will continue to increase the water level by 30 — 60 cm, on the Oka and Uda rivers, the water level is expected to rise by 5 — 20 cm, on the other rivers of the region, the water level is expected to fluctuate within 1 — 25 cm. An increase in water levels above critical levels is not expected.
2.4 Forest fire situation
The probability of detecting thermal anomalies increases (including as a result of making fires, burning brushwood, forest litter, dry grass in violation of fire safety requirements in the forest, and in areas adjacent to forests and settlements), single hotbeds of natural fires.
According to the Federal State Budgetary Institution «Irkutsk UGMS»: on June 23, high class 4 and emergency class 5 forest fire hazard is expected in places in the region.

2. 5 Energy systems and housing and communal services
The risk of local emergencies in utility and electric power systems in all municipalities of the region increases (the source of emergencies is equipment wear, violation and non-compliance with production and technological standards and rules for the operation of gas equipment).
2.6 Road transport situation
There is still a risk of accidents throughout the region due to precipitation, fog, traffic violations, which may result in traffic restrictions, incl. heavy-duty, on federal and local highways (traffic congestion).
The most dangerous sections of highways in the region are 23 dangerous sections of federal and local significance:, 1610-1624, 1657-1677, 1687-1697, 1709-1713, 1729-1754, 1768-1773, 1782-1798, 1811-1842, 1851-1852, 1863-1873.

2. 7 Seismic situation
According to the data of the Institute of the Earth’s Crust of the Siberian Branch of the Russian Academy of Sciences, a summary of the forecast of changes in the seismic regime on the territory of the Baikal rift zone for the upcoming waiting period:
events with an average intensity of 6.1-6.8 points in the area of the Main Sayan Fault located north of the Tunkinskaya depression, as well as on the border with the Republic of Tyva. The expected deviations from the indicated average values will be ±1 point.
2) In the central part of the Baikal rift zone: (Lake Baikal and the Barguzin depression), 3 events with 5-6 magnitude shaking are expected with the highest probability in the epicentral regions. The expected deviations will also be ±1 point.
3) On the north-eastern flank of the Baikal rift zone: (Lower-Angara, Muya and Char depressions) the occurrence of earthquakes with energy K=13-15 with deviations of ±1 point is most likely. Over the past period, the occurrence of sufficiently strong events has not yet been recorded in this segment of the Baikal rift zone, which increases the likelihood of their manifestation in the coming period.
2.8 Situation with industrial fires
There is a high risk of fires (including household gas explosions) throughout the region, due to the careless handling of fire by the population and the operation of a dilapidated electrical network.
2.9 Situation on railway transport
There is still a risk of disruptions in the operation of railway transport as a result of deformation of the railway bed, which can lead to accidents during the passage of passenger and freight trains.
The risk of incidents related to traffic accidents at railway crossings remains.
Incidents are most likely to occur in 4 districts of the Irkutsk region: Taishetsky, Slyudyansky, Kuitunsky, Nizhneudinsky.
2.10 Geomagnetic situation
On June 23, the Earth’s magnetic field is expected to be unstable. Possible deterioration of HF radio conditions. The ozone layer is normal.
3. Recommended preventive measures for local governments in the Irkutsk region:

7. To make timely decisions on the introduction of «High Alert» and «Emergency Situation» modes of operation in the territory under his jurisdiction with the adoption of additional measures to protect the population and territories.
According to the risk of man-made fires:
1. Regularly conduct inspections of the fire condition of the private residential sector.
2. Ensure fire safety control at facilities with a mass stay of people.
3. Together with the heads of rural administrations, district authorized to organize the implementation of preventive measures in order to reduce the incidence of fires and deaths in them.
4. Provide information to the public (through the media and at citizens’ gatherings) about the possible causes of fires, fire safety rules in everyday life, as well as safety during the operation of gas (electric) equipment in residential buildings and administrative facilities — economic and industrial purposes.
According to the risk of forest (landscape) fires and thermal points:
1. Organize the work of patrol, patrol-maneuvering groups to prevent fires with the involvement of specialists from the Ministry of Defense for patrolling territories.
2. If fires are detected, immediately inform the owners (tenants) of the land.
3. In order to control the situation on the territory of settlements, to organize interaction with the heads of settlements of municipalities, headmen of settlements.
4. Carry out work to separate settlements from the territory of adjacent fields, a mineralized strip 1.4 meters wide with a fire-fighting distance between them of at least 10 meters wide, cleaning fire breaks from dead trees, deadwood, logging residues, dry vegetation and others combustible materials.
5. Check the readiness of command and control bodies, operational groups, forces of constant readiness and other forces intended for emergency actions, give the necessary orders.
