The National School Breakfast Programme (NSBP) is funded by the Department for Education and delivered by Family Action to support schools in England to provide children with a healthy breakfast at the start of the school day.
Family Action is committed to supporting child development, and we believe a healthy school breakfast, without barrier or stigma, can set up children to succeed and give them the very best chance to learn.
About the programme
Building on the success of the National School Breakfast Programme, Family Action can offer up to 2700 schools a place on the new National School Breakfast Programme. The programme will run from July 2021 to July 2024 providing schools with up to 3 years of support to run a successful and affordable school breakfast provision. The offer is available to all schools that have 40% or more children in IDACI bands A-F.
The National School Breakfast Programme will provide:
- All participating schools will receive a 75% subsidy for breakfast club provision until the end of the current programme in July 2024.
Meaning you pay just 25% of the cost of food and delivery
- Good practice sharing opportunities, resources and the opportunity to learn from a national network of schools.
- The opportunity to enhance parental engagement on healthy eating and the importance of having a nutritious breakfast each morning.
- A knowledgeable school support team, will be on hand to provide remote advice and support to help you get the most from your breakfast provision.

Family Action will work with schools to…
- Identify and target children who would benefit most from a regular, free healthy breakfast, so that they and their families feel able to access the support, without barriers or stigma.
- Share the compelling evidence and research that supports why it is so important for children to have free access to a nutritious breakfast at the start of every school day
Please note
If your school is currently receiving support for your breakfast provision from Magic Breakfast, or Gregg’s, your school will unfortunately not qualify for the National School Breakfast Programme.

Starting the day with a healthy breakfast is important regardless of your age – but for children eating a nutritious meal before school it’s vital.
Breakfast Clubs in schools make sure that children who attend them get a healthy breakfast at no cost to the family.
Breakfast clubs can improve children’s readiness to learn, increase concentration, and improve wellbeing and behaviour, as our research has shown which looked at the benefits of the scheme in disadvantaged areas.
That’s why we developed the National School Breakfast Programme – here’s what you need to know.
What is the National School Breakfast Programme?
In partnership with Family Action, the programme sources and delivers breakfast food products to schools in disadvantaged areas.
Why is this programme important?
A healthy breakfast can play an important role in ensuring children from all backgrounds have a healthy start to their day and in turn, enhancing their learning potential.
We believe this programme makes a real difference in terms of children’s attainment, wellbeing and readiness to learn.
How long will this programme last?
Since its launch in 2021, working with Family Action, the programme has recruited schools in disadvantaged areas.
Now, thanks to the additional investment of up to £12m, schools can benefit up until July 2024, helping to make sure children continue to receive a healthy breakfast, to set them up for the school day ahead.
Which schools are eligible for the programme?
The eligibility criteria for breakfast clubs is based on the Income Deprivation Affecting Children Index (IDACI) scale – a nationally recognised indicator of need — to make sure provision is fairly directed where it is most in need.
Schools are eligible for the programme if they have 40% or more pupils in bands A-F of the income deprivation affecting children index (IDACI). This scale measures the proportion of all children aged 0 to 15 living in income deprived families in different local areas across England.
This includes state-funded primary, secondary, special schools and alternative provision.
What kind of food is given to the children?
Breakfasts can be delivered through one of several models, including a traditional sit-down breakfast club in the school hall or canteen, a healthy ‘grab and go’ breakfast usually provided in the playground or school entrance, or a classroom breakfast.
All breakfast products meet the School Food Standards and schools are able to choose and order the food products and quantities they need for their pupils. Products include various forms of healthy cereals, porridge and nutritious bagels.
Schools are encouraged to consider a range of breakfast options from the outset to determine what would work best for their school

The law establishes additional measures of social support for certain categories of citizens for the provision of food on a preferential basis in the educational institution of St. Petersburg at the expense of the budget of St. Petersburg.
Discounted meals are hot meals that include breakfast and (or) lunch on a preferential basis:
MEMO «Additional measures of social support for the provision of meals in public educational institutions»:
1. Provision of meals with cost compensation from the budget of St. Petersburg
1.1. Meals in state educational institutions, including breakfast, with compensation from the budget of St. Petersburg 100 percent of its cost during the school day are provided to students in grades 1-4 of general educational institutions *.
1.2. Meals in state educational institutions, including breakfast and lunch for students in grades 1-4, breakfast and lunch or a set lunch (at the choice of parents (legal representatives) for other students, with compensation from the budget of St. Petersburg 100 percent of its cost during school day is provided to students:
— students of educational institutions implementing an adapted educational program*;
— disabled*;
— from low-income families**;
— from large families**;
— for orphans and children left without parental care**;
— registered in the tuberculosis dispensary**;
— suffering from chronic diseases, the list of which is established by the Government of St. Petersburg**;
— in sports and cadet classes of educational institutions**;
— in a difficult life situation**
— one of whose parents (legal representatives) is (was) a participant in a special military operation.
2. Provision of food allowance
2.1. Compensation payment for meals in the amount of 100 percent of the cost of meals in public educational institutions, including breakfast for students in grades 1-4, is provided to students in grades 1-4 of general education institutions who are homeschooled* .
2.2. Compensation payment for meals in the amount of 100 percent of the cost of meals in public educational institutions, including breakfast and lunch for students in grades 1-4, breakfast and lunch or a set lunch for other students, is provided to children who study at home about :
— students of educational institutions implementing an adapted educational program*;
— disabled*;
— from low-income families**;
— from large families**;
— for orphans and children left without parental care**;
— registered in the tuberculosis dispensary**;
— suffering from chronic diseases, the list of which is established by the Government of St. Petersburg**;
— in sports and cadet classes of educational institutions**.
— one of whose parents (legal representative) is (was) a participant in a special military operation.
3.1. Compensatory payment for meals in the amount of 100 percent of the cost of meals in state educational institutions, including breakfast and lunch for students in grades 1-4, breakfast and lunch or a set lunch for other students, is provided to students suffering from chronic diseases, the list of which is established by the Government of St. Petersburg who are full-time students (applies to legal relations that arose from October 01, 2020)
*An additional measure of social support for providing food is provided to students in grades 1-4 of general education institutions, regardless of place of residence and citizenship.
**Additional measures of social support for providing meals in educational institutions, provided for in Article 82 of this Code, are provided to students regardless of their place of residence, place of stay and citizenship. (Paragraph as amended, entered into force on January 1, 2021 by the Law of St. Petersburg dated December 18, 2020 N 618-133. — See the previous version).
Students who are entitled to additional measures of social support to provide meals in educational institutions for several reasons provided for by this Code, meals are assigned to one of them at the choice of the parent (legal representative).

Dear parents!
For your convenience, the school has introduced the «Personal Account» service for catering. On the website www.anossp.ru, in the “Personal Account” tab, it is possible to: track the dishes that the child purchased during the day from the distribution line and from the menu for that day, the receipt of funds to the personal account, view the history of payments, and also replenish personal student account from a bank card in a non-cash way.
For access you need:
1. Know the «Personal account number». The personal account is the login for entering the «Personal Account».
2. To obtain a password, you must contact the Cashier of the school cafeteria with a request to issue a check with a «Temporary password». Be sure to have a «Student Card» with you.
3. Go to the site www.anossp.ru, in the drop-down list, go to the «Personal Account» tab.
4. In the window that opens, enter the «Personal Account Number»2 and «Password»3, read and agree to the «Terms of Use of the Personal Account».
5. Use the «Personal Account» service.
The payment made is displayed in the “Personal Account” within 24 hours
«Personal account number» — 10 digits indicated on the «Student Card» will also be in the received «check» from the cashier.
